@JakeLandauTO I’ll explain, it’s rather simple: It’s two different hypothetical people that both use the TTC.
I.e. The person that cannot afford an alternative to the TTC no matter how high the increase of the fare is, and the person that can and will so for at least some of their trips.

I agree in theory because we should make non-residential uses more permissible in more places.

In practice, Toronto’s retail is largely concentrated on a few high streets. Grade level office space turns what would otherwise be semi-public space (cafe, restaurant, grocery, etc) into a more privatized space.
