My husband's phone was stolen. His Jio number is also linked to his Aadhaar. Aadhaar biometrics are locked, so he can't get a duplicate Jio SIM. Without the SIM, he can't receive the Aadhaar OTPto unlock biometric or regain access to his Google account.
