He's creating a false dichotomy by saying that he's not going to force people to buy expensive heat pumps.
Gov should instead pay serious grants for heat pumps etc, like Italy did - because it's necessary to avert catastrophe, and because full life costs are lower, particularly when you consider air pollution and other externalities.
