In 2012 he was Director General of Land Consolidation in Haryana.

He found a land deal where Robert Vadra’s company bought 3.5 acres in Gurugram for Rs 7.5 crore and sold it to DLF for Rs 58 crore within weeks.

700 percent profit. No physical development. Fraudulent mutation approvals.

He cancelled the deal and declared it illegal.

Within 10 days he was transferred.

That was transfer number 1 of 57.

57 transfers in 34 years. One every 6 months.

Every time he exposed corruption in a new department he was moved to a less significant one.

His batchmates became Secretaries to the Government of India.

He was sent to manage old records.

He posted on X after his 53rd transfer.

The reward for honesty is humiliation.

He retired in April 2025 as Additional Chief Secretary.

Saifuddin Soz, Water Resources Minister, Sold East India Out in 1996 - One Signature, Thirty Years of Throttled Rivers

As Union Water Resources Minister, Saifuddin Soz had the power to defend India’s rivers. Instead, he handed over India’s leverage to Bangladesh with the 1996 Ganga Water Treaty. He converted the Farakka Barrage, built to protect Kolkata Port and irrigate eastern India, into a chain that restrained India’s own control. One signature, decades of damage.

Soz ignored the exploding needs of the 1990s — rising population, expanding irrigation, industrial growth, and climate volatility. He locked India’s water into rigid formulas based on 1949–1988 flow data, making eastern states like West Bengal, Bihar, and Jharkhand invisible in his calculations. Their rivers, their ports, their crops became collateral damage.

He forced India into a hostage formula: low flows split 50:50, moderate flows guaranteed 35,000 cusecs to Bangladesh, high flows capped India at 40,000. An upstream nation agreeing to be capped on its own soil — voluntary, deliberate, catastrophic. This was not diplomacy. This was surrender.

Kolkata Port, the very reason Farakka existed, was left to die. Silt choked the Hooghly, trade slowed, dredging costs exploded. Farmers saw their fields fail. Industries couldn’t rely on consistent flows. Every consequence was predictable. Every consequence ignored.

He replaced engineers and planners with committees, consultations, and diplomatic theatrics, turning India’s river into a negotiation chip. Sovereign control was voluntarily surrendered. Every dry season became a hostage crisis. Every drop of water a bargaining point.

Bihar’s irrigation never got secured. Jharkhand’s groundwater was ignored. Bengal’s agriculture, industry, and ports were sacrificed. East India was throttled. Starved. Shackled. And the chain was forged by Saifuddin Soz in 1996.

This was not misjudgment. This was deliberate policy malpractice. One minister, one pen, one treaty, thirty years of strangled rivers and destroyed.
