Sure they pay fees but those fees are just a contributing factor; they may or may not wholly cover the cost of a student (hint: they do not). Canadian universities are taxpayer funded to the tune of billions every year.

Taxpayers funding the universities that educated them is exactly how the system is supposed to work and has always worked. Higher education institutions are not businesses.
