That’s the power of a united 11-member minority. In parliamentary procedure, a question on quorum takes precedence over everything. Tito Sotto’s move to question quorum after Alan Peter’s motion to vote on Marcoleta’s motion was thus trumped. 13 members are required for quorum. Without the 11, there was no quorum. So the session had to be adjourned. Kapag naaresto na over the weekend yung ibang senador sa Majority, magiging mas marami na yung “Minority” nila SenRi. They don’t even need to take the Senate Presidency to be able to take control of the Senate. Alan Peter Cayetano will be shown as the most useless Senate President.
