Having done. Many a ruckmarch, you always want your pack weight directed towards your hips, not on your back. Rucksacks are designed to keep the weight high, so it puts the weight just above your pelvic bone.
Tail bags that close to your hips is perfect. That is where you want weight to be for any bipedal creature.
In fact if the tail is thick like in this example, most wouldnt need a backpack and prefer this as our backs arent designed for heavy weight on the spine.
