The only way to compare to Somalia would be a hypothetical scenario where Somalia controls Ogaden, and migrants illegally try to pass through Ogaden to reach and depart from the Somali coast, but get kidnapped by Al-Shabaab en route

Also Somalia invited these people in legally, but in Libya most of these guys have no papers, they sneak in for work & if they can't find a job then they commit crime
