People keep abusing politicians.. while thats true... the most corrupt people are civil servants & the police, and they are perpetually there.
In 2014, when Modi came to power, he tried to tame them. But the secretaries at that time kept dodging him and ended up wasting his first tenure.
In the second tenure, there were some changes.. but only in certain ministries. Even today, the lower bureaucracy remains the most corrupt.
Politicians come and go, but these people stay. They are selected through the system & then commit corruption within the system.
During UPSC interviews, they talk all the goody-goody stuff.. but like parasites, they start sucking the system they came to reform.

So:
If a reserved category student is accused → committee is cautious
If a general category student is accused → committee may act more decisively
