Germany's Kiel Institute examined over 25 million shipments from January 2024 to November 2025 and found foreign exporters passed on nearly full tariff costs to U.S. importers, absorbing just 4% through small price adjustments.
Exports from countries like India dropped sharply without price cuts, while the tariffs raised about $200 billion in U.S. revenue—acting like a consumption tax on Americans.
There were claims that foreign exporters pay the tariffs , but researcher Julian Hinz calls that a myth, as importers typically pass duties along to US households.
96% of $200 bn was paid by American consumers as per this study.
