ರಾಜ್ಯದಲ್ಲಿ ಬರದ ಪರಿಸ್ಥಿತಿ ಇದೆ. ಜಲಾಶಯಗಳಲ್ಲಿ ನೀರಿನ ಪ್ರಮಾಣ ಕಡಿಮೆಯಾಗಿದೆ. ಕುಡಿಯುವ ನೀರಿನ ಸಮರ್ಪಕ ಬಳಕೆಗೆ ಉತ್ತೇಜಿಸಿ ಹಾಗೂ ರೈತರಿಗೆ ಪರಿಸ್ಥಿತಿ ಮನದಟ್ಟು ಮಾಡಿಸುವಂತಹ ಕಾರ್ಯಗಳನ್ನು ಅಧಿಕಾರಿಗಳು ಮಾಡಬೇಕು. ಈ ಸಂದರ್ಭದಲ್ಲಿ ನಾವೆಲ್ಲರೂ "ಟೀಮ್ ಕರ್ನಾಟಕ"ವಾಗಿ ಒಗ್ಗಟ್ಟಿನಿಂದ ಕೆಲಸ ಮಾಡಬೇಕು.

Thank you for your feedback. I am sure @BDAOfficialGok will take it in the positive manner and think of improving coordination between officers like the team sports they did last year.

1. Dear @parimasay sir, the Open House Meetings are not just to solve the public grievances, but also for improving the functioning of BDA. 😊

2. Because, only when the system is open to public scrutiny the good/bad/ugly will be known. Knowing the problem is the first step to solving the problem.

3. BDA, at its 50th year is having an opportunity to reinvent itself. The Hon’ble @CMofKarnataka has set the goal for a transparent, efficient and citizen oriented organisation.

4. The present chairman @mlanaharis is giving an excellent leadership to achieve the above goals.

5. The officials have to improve. Improvement comes from constant training. But, there is hardly any training as there is no time for training. As systems are outdated, it’s fire fighting everyday. BDA has to come out of this Catch 22 situation and somehow find time to train and orient its staff. Most of the staff are appointed without recruitment process but under the compassionate appointment category.

6. It will a surprise that BDA doesn’t even have a comprehensive HR policy.

7. BDA officials stay away from any non-physical procurement like consultants for HR or IT services as there are no available standards. So, either BDA will get low quality vendors/consultants at L1 cost or top class vendors at high cost whom BDA officials are scared to hire as the huge cost will make headlines.

8. So the struggle on daily basis is real. But, I feel that the transparency will slowly lead to transformation. It will force BDA staff to make incremental changes.

9. It is already showing results. Now, nobody can say that ‘no work happens in BDA unless bribe is given’. OHM has given a window to citizens to get their grievance solved without having to ‘meet officers personally’. It may take time. One may have to be patient to attend 2 or 3 OHMs spread over 3 months.

10. But, then, the issue attains finality that too in open live camera that acts a record for future public scrutiny. This is nothing sort of a revolution in public grievance realm in govt offices!

The continuous watch by the citizens over the BDA through the OHM has the potential to transform BDA into a truly effective, transparent and citizen oriented organisation.
