The average ROW country gets <0.5% (only 7 got >2% & only 13 got 1-2% in 2019)

Meanwhile, the EagleAct sponsors claim that small and large countries get “the same allocation”

In practice, large countries get a larger share and small ones a small share

@talk_to_raj As we have demonstrated the 7% is not the cause. The issue is lack of enough GCs. Without enough GCs no change will alleviate the problem. Take a look at our material on Biden bill that adds enough GCs to clear the backlog.
