DIOKNO FILES RESOLUTION TO MAKE LAWMAKERS' SALNs PUBLIC

House Assistant Minority Leader and Akbayan Partylist Rep. Chel Diokno has filed a resolution directing the Secretary General of the House of Representatives to make the Statements of Assets, Liabilities, and Net Worth (SALNs) of all House members accessible to the public, in a bid to strengthen transparency and accountability.

House Resolution No. 271 was co-authored by fellow Akbayan Reform Bloc members Reps. Percival Cendaña and Dadah Kiram Ismula, along with Dinagat Islands Rep. Kaka Bag-ao.

"The Constitution is clear: public office is a public trust. If we truly want to weed out corruption, lawmakers must first open themselves to scrutiny," Diokno said. "By making our SALNs open to public scrutiny, we are showing the people that we have nothing to hide and everything to account for."

The measure comes amid ongoing investigations into alleged corruption in flood control projects, including reports of ghost projects, overpriced contracts, questionable bidding practices, and the involvement of relatives or associates of public officials.

The resolution stressed that Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees, requires SALNs to be available for inspection during reasonable hours and for copying after 10 working days from filing.

However, access to SALNs was restricted under Memorandum Circular No. 1, s. 2020, issued by the Office of the Ombudsman during the Duterte administration.

To safeguard lawmakers' security, the resolution provides that sensitive personal information such as home addresses, signatures, and ID details be redacted.

Diokno earlier called on members of the House Infrastructure Committee investigating the flood control issue to disclose any financial or business interests that may be affected by the probe.

The Filipino people deserve answers. And they deserve them now.

In a press conference on Friday, Secretary Vince Dizon named three construction firms—Sunwest Inc., St. Timothy Construction Corp., and Elite General Contractor and Development Corp.—as among those facing charges for anomalous flood control projects. These firms have cornered billions in public contracts. But behind the corporate names are political figures whose silence speaks volumes.

Sunwest Inc. was founded by Congressman Elizaldy “Zaldy” Co, former Chair of the House Appropriations Committee. Though he claims to have divested in 2019, records show his family remains deeply tied to Sunwest and its affiliate firms

President Marcos himself included Sunwest in the list of top contractors flagged for corruption

Yet while contractors are being charged, Congressman Co remains untouched. Uninvited. Unaccountable.

He is currently in the United States for medical treatment, according to House spokesperson Princess Abante

But where is the official medical bulletin from U.S. doctors? Where is the transparency? If he is truly unwell, the public deserves a verified medical report—not vague statements and travel clearances.

This is not just a matter of health. It is a matter of justice.

As former Chair of the Appropriations Committee, Congressman Co oversaw the very budget deliberations where ₱13.8 billion in flood control insertions were made in 2025 alone

These insertions were flagged by Rep. Toby Tiangco and others as “parked” or “railroaded”—funds allocated to districts without request or consent

For 2025, Secretary Vince Dizon confirmed that ₱450 billion worth of local project insertions were made into the DPWH budget—many of them replacing national programs with questionable local allocations

This is staggering. And it demands swift action.

We therefore call for the following:

1. Immediate Summons of Congressman Zaldy Co to the House and Senate hearings. If he cannot attend in person, he must testify remotely or submit a verified medical certificate from U.S. physicians.

2. Release of the full medical bulletin and travel documents to confirm his condition and justify his absence.

3. Creation of a fast-track mechanism within the Independent Commission for Infrastructure to investigate all insertions made during Co’s tenure as Appropriations Chair.

4. Full disclosure of all contractors linked to Co and his family, including Sunwest, Hi-Tone, and affiliated firms.

5. Public release of the DPWH’s itemized insertions from 2022 to 2025, and the names of legislators who requested them.

The Filipino people are watching. The floodwaters have exposed more than broken infrastructure—they have revealed broken trust.

Let us not delay justice. Let us not protect power. Let us restore integrity, one truth at a time.

The DDS trolls and apologists are out in full force after the PCIJ report came out proving that the Discayas and St. Gerrard Construction was the NUMBER ONE contractor of the Duterte administration.

So bago pa na-blacklist ang St. Gerrard, tiba-tiba na sila sa dami ng projects under the Duterte administration.

Limpak-limpak na ang kinita or binulsa nila.

Before pandemic pa lang, kilala na ng mga Discayas si former DPWH Secretary Mark Villar. Klarong-klaro naman sa picture.

Kaya kayong mga DDS, wag kayo mag hugas kamay at ipapasa nyo kay PNoy or BBM lang yung galit nyo kay Discaya.

Dapat, kung tunay kayong makabayan eh pati si Duterte sisihin nyo sa pamamayagpag ng mga Discayas.

Pero masakit sa ulo niyo noh? Ang tawag diyan, cognitive dissonance.

And the only way to resolve it is by believing that Duterte tolerated if not promoted corruption under his administration.
