Why are VCAM charges applied on dedicated EV meters when we already pay them on residential connections?

In some cases, consumers are paying nearly ₹1000/month even without charging the EV at all. This discourages EV adoption.

@NHAI_Official Toll Plaza collected 460 rupees cash when their fast tag scanner did not work. The genuine charge is 75 rupees. complained multiple times but no resolution so far.
