Eleven months after 26/11, the Congress-NCP government in Maharashtra was re-elected for a third term.

The usual explanations are a divided opposition and Raj Thackeray's MNS splitting the Marathi vote.

But before any of that, in February 2008, the state's electoral map was redrawn for the first time since 1976.

Maharashtra's 2001 population divided by 288 seats gives about 3,36,000 people per constituency. Any tehsil smaller than that fits inside one seat, and the law says to keep administrative boundaries intact where you can.

The order divided 85 tehsils. Check each against the 2011 census, three years later, when populations had only grown — 46 of those divisions were not needed on population grounds at all.

In five districts, no tehsil was large enough to require cutting. But the delimitation order cut them anyway. Buldhana four times. In Bhandara, Gadchiroli and Sindhudurg it cut nothing.

Then, look at the specifics.

- Five wards of Aurangabad city, 69,535 people, were lifted out of the Aurangabad Lok Sabha seat and placed in Jalna. The government parties went on to win one of Aurangabad's six assembly segments, and five of Jalna's six.

- Scheduled Castes were 17.1 per cent of that city and 28.6 per cent of those five wards. Outside the Mumbai and Pune belt, Aurangabad is the only city the order split between two parliamentary seats. It was the Shiv Sena's Marathwada stronghold.

- RR Patil, the Home Minister, had won Tasgaon by 6,304 votes in 2004. The order added a whole neighbouring tehsil. In 2009 he won by 65,173, the largest improvement of any member in the state.

- Ashok Chavan became Chief Minister in December 2008. The order had rebuilt Bhokar, a seat the NCP held by 6,702 votes, into three whole tehsils containing the ground Chavan had represented since 1999. He contested it in 2009 and won 79.65 per cent, the highest share in Maharashtra.

- Nine of the state's ten safest seats went to the Congress or NCP.

- Across Marathwada, the BJP and Shiv Sena fell from 25 seats of 45 to 9 of 46.

The argument is not against redrawing the electoral map.

Maharashtra's map remained untouched for 32 years before 2008 and has been untouched for 18 since.

The longer a correction waits, the bigger it has to be, and the more can be buried inside it. A redraw that moves everything is the one that cannot be audited.

The same is true for the national map also — Lok Sabha has been frozen at 543 seats on the 1971 census, when India had 55 crore people and a seat meant about 10 lakh. It now has 140 crore and a seat means 26 lakh.
