Reimbursements for teachers’ Master’s credits come with stipulations, including that they have to pay it back if they leave within 5 years. No such stipulations are in e new superintendent contract. He could take his $10k reimbursement and leave.
Paying him more for being licensed makes sense, but also reimbursing him for getting the license? That’s effectively paying $10k more for someone without the qualifications than you would have paid if they had the qualifications.
