Remember when the Duterte administration defunded and disbanded Project NOAH? It only survived because the University of the Philippines stepped up and adopted it under the UP Resilience Institute.

Launched in 2012 by the DOST following Typhoon Sendong, Project NOAH became a globally recognized disaster risk reduction and early warning program. However, by early 2017, the Duterte administration decided to pull its funding, citing a lack of budget.

Now, the Department of Budget and Management, acting under the Marcos administration's directive to pivot toward science- and data-driven disaster prevention, officially approved and released the P1 billion allocation to the UP System to supercharge Project NOAH.

How Project NOAH Helps Us Fight Flooding.
Managed by the UPRI, Project NOAH shifts disaster management from a reactive rescue and relief scramble to true proactive prevention. By leveraging AI-enhanced modeling, LiDAR mapping, and advanced data analytics, the program delivers:

✅ Real-time hazard monitoring to track heavy rains and swelling waters as they happen.
✅ Predictive flood scenarios that pinpoint exactly where danger is and who is at risk before floodwaters even rise.
✅Data-driven early warnings so national and local governments can evacuate communities and secure infrastructure ahead of time, saving lives and preventing massive economic losses.

The P1-B Program Breakdown
To make all of this happen, the P1 billion allocation is structured into two main operational pillars:

P935 million for Research Services: Dedicated to pushing cutting-edge AI modeling, scaling up LiDAR mapping, purchasing high-end ICT, digital, and scientific equipment, and hiring specialized technical personnel.
P65 million for General Management: Dedicated to administrative supervision, operational support systems, and the overall execution of the program across the country.

Instead of waiting for a catastrophe to strike before scrambling for post-disaster response, this massive infusion finally puts science and technology at the forefront of keeping Filipinos safe.
