🚨 Hasakah | Violation of Detainees’ Dignity and Abuse

Footage shows members of the terrorist PKK militia in the city of Hasakah, speaking Kurdish, while detaining a number of Arab civilians after their arbitrary arrest, placing them inside a vehicle in a degrading manner, and subjecting them to verbal and physical abuse.

This conduct constitutes a clear violation of human rights and international humanitarian law, and falls under cruel, inhuman, and degrading treatment of civilians. The perpetrators bear full legal responsibility for these violations.

Farhad Madri, a Kurdish poet and incitement activist, is among the leading figures mobilizing and calling for the recruitment of fighters from northern Iraq, Iran, and Turkey to join the terrorist PKK militias heading toward Syria’s Hasakah province. ⚠️ A Repeated and Serious Violation of International Humanitarian Law

The individual known as Serbest Abdo is deliberately assuming contradictory identities at times claiming to be a fighter, and at other times presenting himself as a journalist while available video evidence clearly confirms that he is in fact an armed militant, as shown in the attached footage.

This conduct constitutes an illegal impersonation of journalistic status and a deceptive misuse of protected media symbols, in direct violation of international humanitarian law, which strictly prohibits exploiting civilian or press status for military or combat purposes.

Such actions pose a direct threat to the safety of legitimate journalists, undermining the credibility of press identification and turning it into a tool of military camouflage. This increases the risk of unjustified targeting of media workers and weakens the international protection framework granted to journalists.

This violation reflects a recurring pattern of armed elements abusing press markings to mislead and conceal their military activities behavior that carries serious legal responsibility and may amount to a war crime under international law.

Summary of Statements from the Syrian Ministry of Foreign Affairs and Expatriates:

📌 The Syrian government carried out a limited law-enforcement operation, restricted in scope and objectives, in specific neighborhoods of Aleppo, namely Sheikh Maqsoud and Ashrafieh. The measures were implemented with transparency, in line with the rule of law and principles of non-discrimination, to restore public order and protect civilians following repeated violations of agreed security arrangements that resulted in civilian harm.

📌 Since the date of liberation on 8 December 2024, the Syrian government has adopted an inclusive national approach aimed at unifying the security track and reinforcing the authority of legitimate state institutions as a prerequisite for stability. Within this framework, security agreements were reached in April 2025 to end all non-state military activity in the two neighborhoods. These agreements later collapsed due to repeated violations, including armed attacks launched from within the neighborhoods against residential areas of Aleppo on the 7th and 8th of the current month, which led to civilian casualties.

📌 The Ministry affirmed that the intervention does not constitute a military campaign, does not involve demographic change, and does not target any population group on ethnic or religious grounds. It was limited to specific armed groups operating outside any agreed security framework, whose actions obstructed the implementation of previous understandings and were linked to serious violations, including the recruitment of minors.

📌 In parallel, the Syrian state prioritized civilian protection by establishing advanced response points and opening safe humanitarian corridors in coordination with humanitarian organizations. The government will begin surveying affected areas and removing explosive remnants as a preliminary step toward the restoration of normal civilian life.

📌 The Ministry expressed its sincere appreciation to the United States of America, the Kingdom of Saudi Arabia, the State of Qatar, the Republic of Türkiye, the French Republic, the United Kingdom, and Masoud Barzani for their active and constructive role in supporting Syria’s stability and in safeguarding the unity and sovereignty of its territory, contributing to enhanced security and peace across the region.

Azzam Gharib, Governor of Aleppo, and Hind Kabawat, Syria’s Minister of Social Affairs, were targeted during a press conference when an SDF suicide drone struck the Aleppo Governorate building. Both officials are safe and uninjured. The attack occurred as they were speaking about the role of Kurds in Syria.
