I would argue it’s not new and has been used before.

Priest/commercial class ruling elite whose line does not fight or produce has happened many times:
-Carthage
-Papal states
-Tibetan Dalai Lamas
-Pharaonic Egypt
-Hasmonean Judah
-Maya cities
-etc

Country is run by a priest class that psychologically manipulates the society. everyone else is either canon fodder or a tax slave.

The general trend is a warrior elite creates a society and civilization. Then a priest/commercial class subverts and wrecks it. Then warrior class picks up the pieces again.
