Yuen Long 721 was not simply an act of gang violence, nor merely an episode of alleged police collusion. Its true target was far more fundamental: public trust in the police.
For generations, the rule of law had been Hong Kong's greatest strength. Even amid the clashes of 2019, many Hong Kong people still believed that, despite individual abuses, the police ultimately stood on the side of the law. On July 21, that belief was shattered.
Why would Beijing want that?
Because destroying trust served two purposes.
First, it fueled escalation. Once people concluded that the police had ceased to be impartial protectors and had become part of the conflict, anger inevitably deepened, confrontation intensified, and violence became more likely.
Second, it bred fear. The moment people believed they could no longer rely on the police for protection, they understood they were on their own. A society in which citizens fear both criminals and the authorities is a society far easier to intimidate into silence.
The real success of 721 was not measured by the number of people beaten that night. It was measured by the destruction of one of Hong Kong's most precious assets: public faith in the rule of law.
