The Labour Party criminalized this kind of content back in 2009 when they were in power.

Japan’s government is firmly rejecting foreign efforts to censor anime and manga.
At the NicoNico Chokaigi convention, Minister Kimi Onoda declared that the global success of otaku culture comes purely from the passion of its creators and fans, not from politicians or outside influence.
A known otaku with production experience, she promised the Japanese government will never interfere in creative decisions and will actively shield artists from any foreign complaints or pressure.
