Montenegro’s place inside the EU is now taking shape.
Today, Member States decided to start drafting Montenegro’s EU Accession Treaty.
This is a major step on the path to EU membership, a clear recognition of Montenegro’s progress, and an encouragement to accelerate reforms.
It also offers a chance to draw lessons from past enlargements and include new and stronger safeguards in future accession treaties to prevent backsliding on the rule of law and fundamental values.

Right now in Kyiv, first responders are clearing the rubble of an ordinary residential building after a Russian strike. Another massive attack against our cities and communities. Killings again. Tragically, at least 8 people have already been confirmed dead. One of them is a child. My condolences to all their families and loved ones.
People may still be trapped under the rubble. Dozens are wounded. These Russian missiles and attack drones today are a clear response to everyone in the world who, for weeks and months, has been calling for a ceasefire and for real diplomacy. Russia chooses ballistics instead of the negotiating table. It chooses to continue killing instead of ending the war. And this means that Russia still does not fear the consequences. Russia still takes advantage of the fact that at least part of the world turns a blind eye to murdered children and seeks excuses for Putin.
We expect a reaction from China to what is going on. China has repeatedly called for not expanding the war and for a ceasefire. Yet this is not happening because of Russia. We expect a reaction from Hungary. The death of children should definitely stir far greater emotions than anything else. We expect a response from everyone in the world who has called for peace but now more often stays silent rather than taking principled positions.
And it is definitely time for new, tough sanctions against Russia for everything it is doing. All deadlines have already been broken, dozens of opportunities for diplomacy ruined. Russia must feel accountable for every strike, for every day of this war. Eternal memory to all victims of Russia!

Today, I met with the delegation of the international parliamentary network United for Ukraine. I thanked them for their consistent political support of our country. This is very important now, during the war, and it will be no less important afterward. We all want a just and lasting peace.
We discussed the future of Ukraine, security guarantees, and the outcomes of the meetings in Washington. Separately, we also focused on how frozen Russian assets can be used for Ukraine’s recovery.
A united voice and a common position in Europe are of particular importance. I am grateful to the parliamentarians for their support and shared vision that Ukraine must be part of the European Union.

I arrived in Germany to participate in the Ukraine Recovery Conference and to hold talks with Federal Chancellor Olaf Scholz.
URC2024 will bring together governments, ten of them at the level of prime ministers, as well as companies and organizations, to help Ukraine. In the face of Russia’s air terror, urgent solutions for Ukraine's energy sector will be our top priority.
Chancellor Scholz and I will discuss further defense assistance, the expansion of Ukraine's air defense system, and joint arms production. We will coordinate our positions ahead of the Peace Summit, the European Council, and the NATO Summit.
I will also meet with Federal President Frank-Walter Steinmeier and Bundestag President Bärbel Bas, as well as visit a military base where our servicemen are training.

Russian murderers and torture chambers are unable to march further into Europe because they are being held back by Ukrainians holding arms under the blue and yellow flag.
There used to be many white walls of houses and churches in Ukraine, but they have now been burned and damaged by Russian shells. This speaks volumes about who needs to stop for the war to end.
Everyone who defends life and people is carrying out the most honourable mission possible in the face of such an inhumane invasion. And we must fully protect life in our home. I am grateful to everyone who supports our defense and defenders.
When Russian evil launched this war on February 24th, 2022, all Ukrainians rose up to defend their country. Christians, Muslims, Jews — everyone. And I am grateful to each chaplain who is with the army, in our defense forces, on the frontlines, protecting life and humanity. Those who support others through prayer, conversation, and actions.
This is what the Church is: one with the people. Not two and a half thousand kilometers away—somewhere, looking for a virtual meditation between those who want to live and those who want to destroy you.
I am grateful to everyone in and with Ukraine who is making every effort to protect life. I thank everyone who helps, who is truly close in deeds and prayers.
