استمعوا جيداً إلى ما يرويه، فهذه ليست مجرد قصة نقلها إليه شخص بشكل عابر.
يروي فيترت، الذي كان حينها مراسلاً في الشرق الأوسط، قصة امرأة فلسطينية من قطاع غزة.
عندما كانت طفلة، انسكب عليها الماء المغلي عن طريق الخطأ، ما أدى إلى إصابتها بحروق بالغة.
نقلتها إسرائيل لتلقي العلاج، وتكفلت بعلاجها لسنوات، وأنقذت حياتها.
وفي وقت لاحق، حصلت على تصريح يسمح لها بدخول إسرائيل لاستكمال علاجها.
لكنها جُنّدت بعد ذلك من قبل حماس لتنفيذ عملية انتحارية، وعُرضت عليها عدة أهداف للاختيار بينها.

وبعد إطلاق سراحها، سافر ليلاند فيترت إلى غزة للبحث عنها وإجراء مقابلة معها.
وعرض عليها تسجيلات لمحاولتها تنفيذ الهجوم.
ثم سألها عما إذا كانت ستكرر فعلتها مرة أخرى.
وكان ردها صادماً: "بالتأكيد. في اي لحظة. هذا هو قدري".
لقد أنقذها إسرائيليون، وتلقت العلاج على أيدي إسرائيليين.
ومع ذلك، أرادت قتل أولئك الذين أنقذوا حياتها تحديداً.
الإسرائيليون يواجهون أعداءً متعطشين لقتلهم.

I CALL FOR A LATAKIA REPUBLIC — A DEMOCRATIC MEDITERRANEAN STATE IN A NEW EXSYRIA ORDER
The centralized Syrian state has collapsed morally and politically after decades of dictatorship, civil war, mass displacement, foreign intervention and sectarian violence.
We should therefore stop pretending that the only possible future is simply to reconstruct the old Syrian Arab Republic under another centralized government in Damascus.
I propose an international debate about a new Latakia Republic on the Mediterranean coast as part of a negotiated ExSyria settlement.
The most sensible borders would be clear, understandable and based on existing administrative boundaries — not on dangerous attempts to divide individual villages according to religion or ethnicity.
My proposal is simple:
LATakia Republic = the present Latakia Governorate + the present Tartous Governorate.
That means a coherent Mediterranean state stretching along the Syrian coast, with:
Latakia as capital
Tartous as the second major city and port
Jablah
Banyas
Safita
Qardaha
Al-Haffa
Dreikish
Qadmous
Sheikh Badr
and the surrounding territory already administered within Latakia and Tartous governorates.
The western frontier would naturally be the Mediterranean Sea.
The northern frontier would follow the existing border with Türkiye.
The eastern frontier should largely follow the existing governorate boundaries toward Idlib, Hama and Homs and the geography of the Syrian coastal mountain range.
The southern frontier should follow the existing boundary of Tartous Governorate rather than expanding arbitrarily into Homs.
This is important.
I do not propose drawing borders village by village according to whether inhabitants are Alawite, Sunni, Christian or members of another community.
That would be a recipe for ethnic cleansing, endless border disputes and another generation of war.
The new state must instead be founded on citizenship.
A Latakia Republic must belong equally to:
Alawites.
Sunnis.
Christians.
Armenians.
Ismailis.
And every other citizen who lives there.
No collective guilt.
No revenge.
No expulsions.
No confiscation of property.
No demographic engineering.
Every citizen must have equal political and civil rights.
Every displaced person must have the right to make legitimate property and return claims under a transparent legal system.
Religious freedom must be absolute.
Minorities must be protected constitutionally.
Local government must be strong.
Courts must be independent.
Elections must be free.
The Mediterranean coast should no longer be a military platform for authoritarian powers.
Russian domination of Syria's coast must end.
Any foreign military presence in the future must depend on a legitimate democratic government and transparent international agreements.
The ports of Latakia and Tartous should become gateways for commerce, reconstruction, tourism and Mediterranean integration — not instruments of imperial power.
A future Latakia Republic could develop as a small, outward-looking Mediterranean economy based on:
ports and logistics,
tourism,
agriculture,
food processing,
energy,
construction,
services,
diaspora investment,
European and regional trade.
It should seek peaceful relations with all its neighbours and integrate economically with the wider Mediterranean.
But none of this should be imposed by outsiders.
The constitutional future of the Syrian coast should ultimately be determined by the people living there through a credible democratic process, under international guarantees and with full protection for minorities and displaced communities.
The alternatives should be debated openly:
federalism,
confederation,
very broad autonomy,
or full independence.
What should end is the assumption that Damascus possesses an eternal right to rule every community regardless of what decades of centralized dictatorship and war have done to the country.
My broader concept of ExSyria is not about creating chaos.

🇸🇾 EX-SYRIA: 5 DEMOCRATIC STATES — A NEW FUTURE FOR THE SYRIAN PEOPLE
Syria in its present form has produced dictatorship, war, foreign occupation, ethnic tension, terrorism and millions of refugees.
I propose a serious debate about a new political order based on five democratic successor states, built around geography, viable economic centers and the right of people to determine their own future peacefully.
🔵 1. LATakia REPUBLIC
Latakia + Tartous
Capital: Latakia
Major port: Tartous
A Mediterranean coastal republic, open to Europe and the world, guaranteeing equal rights for Alawites, Sunnis, Christians and all other communities.
🟢 2. ALEPPO REPUBLIC
Aleppo + Idlib, west of the Euphrates
Capital: Aleppo
From the Latakia frontier to the Euphrates River. Aleppo should again become the great commercial and industrial center of the northern Levant.
🟠 3. DAMASCUS REPUBLIC
Damascus + Rural Damascus + Hama + Homs
Capital: Damascus
A central Syrian republic built around the historic Damascus–Homs–Hama corridor.
🟣 4. SOUTHERN SYRIAN REPUBLIC
Quneitra + Daraa + Suwayda + the Southern Badia extending eastward to the Euphrates
Capital: Daraa
A southern state stretching from the Israeli and Jordanian frontiers toward the Euphrates and the frontier with Rojava.
🟡 5. ROJAVA REPUBLIC
Territory east of the Euphrates River
Capital: Qamishli
A democratic, pluralistic state for Kurds, Arabs, Assyrians and all communities willing to live together under constitutional government.
The Euphrates River should become one of the great natural borders of the new political order: Rojava to the east, Aleppo and the other western successor states to the west.
But this must never mean ethnic partition or forced displacement.
My five principles for every Ex-Syria state:
✅ No ethnic cleansing
✅ No forced population transfers
✅ Equal citizenship regardless of ethnicity or religion
✅ Democracy, elections, rule of law and minority protection
✅ Borders settled peacefully through negotiation and, where appropriate, internationally supervised referendums
The objective must be peace through self-determination, not another centralized dictatorship trying to rule completely different regions and communities by force.
A new Middle East needs new thinking.
Latakia — ALEPPO — DAMASCUS — SOUTHERN SYRIA — ROJAVA
Five democratic states.
Five partners for peace.
One common commitment to freedom, security and prosperity.
Let the peoples of #ExSyria decide their future.

We welcome this call for demilitarization, which must include the withdrawal of all jihadist, Islamist, and non-local forces from the region. For coastal Alawite and Christian communities, demilitarization requires credible protection and local representation. Following the July 2025 U.S. State Dept meeting, we continue to urge Washington to back U.S. security guarantees transitioned to trained, accountable local forces so security finally belongs to the people who live there
