Leadership isn’t tested by speeches.
It’s tested by consistency.
If something was morally wrong in 2013, explain why it suddenly became acceptable later.

India has a justice system.
It just doesn’t deliver justice.
Not in time. Not in your lifetime. Sometimes not in your children’s lifetime.
THE NUMBERS — June 2026:
Total pending cases — 56 million. That’s 5.6 crore cases. Waiting.
Supreme Court — 87,000 pending. High Courts — 6.2 million pending. District Courts — 49 million pending. 85% of all cases — stuck at the bottom.
180,000 cases — pending for more than 30 years. Thirty. Years.
2018 — NITI Aayog said at current pace — it would take 324 years to clear the backlog. That was when cases were 29 million. Cases have now nearly doubled.
HOW LONG WILL YOUR CASE TAKE:
National average — 9 years. Civil disputes — 12 years. Property disputes — 20 years average.
UP — 11.5 years average. 117 lakh pending cases. Bihar — 10.5 years. West Bengal — 10 years. Maharashtra — 8 years. 54 lakh cases.
One judge in Bihar — for every 1 lakh people.
Each district court judge — handling 2,200 cases simultaneously.
THE HUMAN COST:
76% of all prisoners — undertrials. Not convicted. Waiting for trial. In jail.
Average prison occupancy — 131%. Some prisons — 400% overcrowded.
April 2022 — Bihar court acquitted a man. Murder charge. Reason — insufficient evidence. Time spent in jail — 28 years.
He spent 28 years in prison. For a crime he didn’t commit. Proven by the same court. That took 28 years to look.
WHO IS CAUSING THE BACKLOG:
Government — 50% of all pending cases. The biggest litigant in India — is the Indian government. Suing its own citizens. With its own lawyers. In its own courts. Funded by taxpayer money. Against taxpayers.
70% of government cases — deemed “frivolous” by Supreme Court Justice B.R. Meaning — filed to delay. Not to win.
THE BUDGET:
India spends 0.08% of GDP on judiciary. $540 million total. 2026-27.
For comparison — UK — 0.24% of GDP. USA — 0.35% of GDP. Singapore — 0.5% of GDP.
India spends less on justice than most countries spend on a single government department.
THE VACANCY PROBLEM:
High Court judges — 33% vacant positions. District court judges — 21% vacant.
Appointment of judges — requires Supreme Court collegium recommendation. Government approval.
Government sometimes delays approval — 4 years.
The government that causes 50% of litigation — also delays filling the courts that would hear those cases.
GLOBAL COMPARISON:
Rule of Law Index 2025 — India — 79 out of 143 countries overall. Civil justice — 114th out of 143. Criminal justice — 89th out of 143.

Singapore in the 1990s had 10-year delays. Sound familiar? They reformed. Completely. Now among world’s fastest.

World Bank Ease of Doing Business — Contract enforcement — India ranks 163rd. 1,445 days to enforce a contract. Singapore — 164 days.
THE REFORM THAT NEVER HAPPENS:
2024 — Three new criminal codes passed. BNS. BNSS. BSA. Government promised — justice in 3 years.
Current average — 9 years. Three times the promise. Before the new codes even settled.
E-Courts Phase III — ₹7,000 crore investment. 80% courts digitized. Cases still pending — 56 million. Growing 6 cases per 100 filed every year.
India’s constitution says — “Justice — social, economic and political — shall inform all institutions.”
Article 39A — Equal justice and free legal aid. A right.
The reality —
56 million cases waiting. 76% of prisoners — unconvicted. 28 years in jail for a crime not committed. 324 years to clear the backlog.
Justice delayed is justice denied.
India has been denying justice — for 56 million people — right now.

Indians are the only people who silently fund their own government’s failures.
Dirty water? Buy RO. ₹15,000.
No electricity? Buy inverter. ₹25,000.
Polluted air? Buy purifier. ₹20,000.
Gas failure? Buy induction. ₹3,000.
Bad schools? Pay private tuition
₹50,000/year.
Bad hospitals? Pay private doctor. ₹5,000 per visit.
Potholed roads? Buy SUV with high ground clearance. ₹15 lakh.
No police response? Hire private security. ₹20,000/month.
The Indian middle class spends approximately ₹2-3 lakh per year compensating for government failures.
That’s not consumer spending.
That’s a private tax. On top of the official tax. For services already paid for.
And the government —
counts every RO filter sold as GDP. Counts every air purifier as consumer confidence.
Counts every private school fee as education growth.
Then announces —
“India’s consumer economy is booming.”
The questions nobody asks —
If water is a fundamental right — why are 600 million paying for RO filters?
If electricity is 99% available — why does every middle class home have an inverter?
If air is free — why are lungs now a subscription service?
If public schools exist — why does every parent with any income avoid them?
If roads are being built at record pace — why are SUV sales higher than sedans for the first time in history?
The government didn’t build a consumer economy.
It built a compensation economy.
Where every failure becomes someone’s product.
And every product —
becomes proof that India is growing.
