Tariffs are paid by the importer during the clearing process.
Tariffs = tax and they affect the consumer.
Yes the exporter will be affected if there's no demand but doesn't pay a cent to the country of destination.

@ConCaracal Most rightists MAGA don't understand tariffs. I've been into export very long and nowhere have I ever paid any penny after my CI except to my forwarding agents. But some imoorters pay up to 70% tariffs at POA before clearing shipments and it affects retail price.
