🌍 SESSION FOUR | Developing Responsive Out-of-Country Voting Practices: Emerging Issues and the Way Forward

The final thematic session of the 🔟th Annual Continental Forum of #EMBs synthesized the key findings from the previous sessions and advanced practical, solutions-oriented recommendations to strengthen out-of-country voting (#OCV) across Africa.

Facilitated by Ms. Karine Kakasi Siaba, Head, Democracy and Elections Unit, @AUC_PAPS, and Mr. Taona Ernest Mwanyisa, Chairperson of the AU Panel on Democracy, Elections and Governance, the session featured contributions from all panelists, expert discussants and participants through an open-floor discussion, enabling a comprehensive exchange of experiences and practical solutions to inform the Forum's final recommendations.

Participants agreed that the central question is no longer whether to implement OCV, but how to make it transparent, inclusive, financially sustainable and resilient to disinformation. Deliberations also reaffirmed that OCV is expanding across Africa and that countries should adopt context-specific approaches while strengthening transparency, institutional trust and electoral integrity.

The integration of Artificial Intelligence (AI) into election observation methodologies represents not a revolutionary departure from established practices, but rather a natural evolution that enhances analytical capabilities while preserving the human judgment essential for credible democratic oversight.

This paper provides a practical framework for how African observer organizations can strategically integrate AI technologies across the electoral cycle to strengthen democratic oversight on the continent. The paper first diagnoses the limitations of conventional observation, then outlines a practical AI integration framework, and finally sets out the limits and safeguards required to keep observation human centred.
