In California, public schools designate the students who don’t speak English as ESL - English is Second Language students - they have their own curriculum but are mainstreamed into the regular classes. It’s hard for the English speaking kids as the time spent takes away instruction from everyone else. Thankfully my kids are grown, otherwise I would have homeschooled them
