also, Everything that happened up until the world got erased was / could have been influenced by the ineffable plan, them, etc. Just taking heaven/hell/god away and 'resetting' to just before that *wouldn't solve the issue of free will Not Existing Before That Point*

also, there's a couple times in the book and s1 where its mentioned that some things still happened without (at least known) interference
so that's why the world is still so similar in substance
