These points raised by @maheshperi are very valid and merit serious consideration.

Another dimension is of supply of seats. There's no justification to have only 1.4L seats for a population of 1.5B.

Brilliant suggestions already exist on how to solve for this undersupply.

Next is of access. Decentralisation improves access to education.

There's no need for a student from TN to go to Rajasthan because of a central exam and the manner in which the central counselling is designed.

Sectors such as healthcare and education result in best societal and personal outcomes when the professional is close to her community, especially in a poor country where distance has a cost.

Next, the quality aspect can be solved by ensuring adequate financial+policy incentives and crafting practical guardrails. This is the only role any centralisation should have in higher education.

Finally, higher education reforms require a clear vision, intellectual rigour, political maturity, societal empathy, and deep engagement with stakeholders. Policies framed without these foundational pillars would end up as some acronym occasionally seen on wrappers made from newspapers while buying fritters from your local food cart.

Before we get into making a safe examination system, @NandanNilekani must examine the need for any entrance exam. Most exams are territorial power centres and business opportunities.

Take for example CUET. It is the most unnecessary examination Imposed on the hapless Delhi students that made the CBSE scores useless and killed school education. This was done to neutralise the AAP investment in government schools a waste. These kids cannot afford private coaching and a state topper is also denied a seat.

Similarly, NEET is useless for those who want to join a private medical college. The price differential (5 lacs and 1.5 crores) is so huge that at rank 30,000 all government colleges close their admission while even at rank 13 lac, private colleges are unable to fill seats. Private colleges are reserved for the rich 1% of India. If you indeed fighting against reservation and for meritocracy, shouldn’t you include this?

The TET, even JEE advanced, UGC NET etc can be modified to make it a test for those who don’t cross a certain level of education.

We must reduce the entrance exams. We must reduce the number of students who should take the exam. Increase the eligibility. For Ex: Make 80% in boards a qualification to get into all India institutions like AIIIMS, IITs etc. Make school education mandatory. Punish those in dummy schools. Hedge. De-risk. Spread.

Make sure that a 3 hour exam doesn’t become the life altering exam. It will reduce stress. Reduce suicides. The business of entrance exams has to be reformed before we reform the conduct of such exams.
