Then why was the FBI there questioning its employees about Richer ordering ballots no one knew about? According to A.R.S. it is NOT just envelopes. It’s new ballots in a package that cannot have the seal broken without the judges. One more question: Why were Richer and other Recorders even in neighboring states using offsite secret facilities to store ballots?

First, NO it is not the law to count ANYTHING at Runbeck! THE BALLOT MANUFACTURER! EVERYTHING YOU QUOTED HERE VIOLATES A.R.S. 16-572 through A.R.S. 16-574! Also parts of A.R.S. 16-621. All of the statues have been here since the 90’s. All ballots are sealed and have to be removed and counted in front of judges at the MCTEC center…FULL STOP!
