We can retrofit nearly every intersection in this country to work for all users, but it would be less convenient for drivers than the status quo, and therefore policymakers will decide not to. It doesn't have to be this way!
If 7 people were killed and dozens were injured on transit yesterday, it would be on prime time with wall to wall coverage with headlines reading “is transit safe?” Yet, this is just how desensitized we are in a car dependent America. May god watch over the victims.

Prior to World War II, we built places like Galena, Illinois everywhere. Then our development pattern changed from walkable, mixed-use neighborhoods, to car-centric, single-use suburbs.
