🚨New TPI Study🚨 A new study by Scott Wallsten, president of the Technology Policy Institute, finds that most rural broadband subsidies paid for service that was already on its way. In "Already Being Built: What Rural Broadband Subsidies Paid For, 2018 to 2025," Wallsten examines six programs -- FCC’s Rural Digital Opportunity Fund, Connect America Fund Phase II auction, and Enhanced A-CAM offer to rural telephone companies, Treasury’s Capital Projects Fund, Wisconsin’s Broadband Expansion Grant Program, and New York’s New NY Broadband Program. He compares the areas each one funded with similar unfunded areas through December 2025. Subsidized areas gained service faster, but the unfunded areas kept gaining too, so the subsidies mostly bought earlier service rather than service that would never have arrived.
