In a fresh application filed before the court, the rights lobby claims that the government has continued developing the U.S.-backed Ebola quarantine and treatment facility at Laikipia Airbase despite conservatory orders suspending its establishment, approval, and operationalisation pending the determination of an ongoing case.
Katiba Institute argues that the continued construction amounts to a blatant violation of court directives and raises serious concerns about constitutional governance, transparency, and respect for the rule of law.
The organisation further alleges that authorities have failed to comply with disclosure orders requiring the release of key documents, agreements, and safety protocols related to the project.
The dispute stems from a petition filed on June 2, which prompted the High Court to temporarily halt any further developments at the facility. The court also barred the admission, transfer, or facilitation of entry into Kenya of persons exposed to or infected with Ebola through the challenged programme.
Katiba Institute maintains that the project was negotiated without adequate public participation and has questioned its implications for national sovereignty and biosecurity.
