Rather than providing an objective operational assessment, the document functions as a calculated political tool explicitly engineered to maintain, protect, and whitewash #DRC President Félix Tshisekedi’s regime while justifying @MONUSCO's $2.13 Billion humanitarian appeal.

Exposed: Kinshasa still arming and supplying FDLR with ammunition

🔴Kinshasa’s promise to dismantle the FDLR genocidal militia is colliding with a very different reality on the ground, with reports pointing to fresh ammunition deliveries to the Rwandan Hutu militia by Congolese forces.

🔴Information obtained by The Great Lakes Eye indicates that the Congolese army supplied FDLR fighters with ammunition and rocket-propelled grenades in Walikale Territory, North Kivu Province, earlier this month.

🔴The transfers raise a serious question over Kinshasa’s claim that it is preparing the FDLR to surrender. It has actually been preparing it for another battle.

🔴According to information obtained by this publication, on September 5, FARDC personnel distributed dozens of boxes of PKM ammunition and RPG-7 grenades to FDLR fighters at the group’s base in Pinga, Kisimba Groupement, in Walikale.
The ammunition was subsequently moved towards Minjenje and Mpeti, in Walekale, according to the same information.

🔴The following day, a DHC-5 Buffalo-type aircraft flew from Kisangani in Tshopo Province to Walikale, carrying approximately 12 tonnes of ammunition of various calibers. The shipment was destined for FDLR combatants.
From the Walikale center, the ammunition was then transported towards Bunyakiri in Kalehe Territory, South Kivu Province, according to three different sources.

🔴The movements provide fresh evidence of a military relationship that Kinshasa has repeatedly sought to downplay while publicly presenting itself as committed to the FDLR’s disarmament.

🔴On July 28, Regional Integration Minister Floribert Anzuluni announced that Kinshasa had secured an undertaking from the FDLR to disarm, demobilize, and dissolve the movement.
The commitment was contained in a May 30 letter signed by Victor Byiringiro, political head of the FDLR.

🔴Anzuluni subsequently presented the initiative to officials and diplomatic interlocutors in several African and European countries.

🔴The announcement appeared to signal a potentially significant change in Kinshasa’s policy. But the ammunition transfers point in the opposite direction.

🔴A militia cannot be preparing to disarm while simultaneously receiving ammunition, grenades, and logistical support.

Ten times when Burundi’s top diplomat has become FDLR’s loudest defender

✍🏼Burundi’s Foreign Minister, Édouard Bizimana, is supposed to be the country’s chief diplomatic voice. Yet since 2024, he has repeatedly used that platform to minimize the threat posed by the Kinshasa-backed FDLR genocidal militia, challenge reports implicating its fighters, and amplify arguments portraying the UN- and US-sanctioned group as little more than a Rwandan pretext. Across at least ten public interventions, Bizimana has sounded less like a diplomat maintaining distance from a notorious armed group and more like one of its most persistent political defenders.

✍🏼Bizimana is currently Burundi’s Minister of Foreign Affairs, Regional Integration, and Development Cooperation. And the FDLR is not an ordinary political organization whose reputation requires diplomatic rehabilitation. It is a UN-sanctioned armed group and is also on the US sanctions list. The UN has stated that FDLR leaders and members include perpetrators of the 1994 Genocide against the Tutsi and has documented killings, sexual violence, forced displacement, and other grave abuses committed by the group in Rwanda and eastern DRC.

✍🏼Yet since October 2024, Bizimana’s public messaging has repeatedly sounded less like diplomatic distance from the militia than a running argument in its defense.

✍🏼Former senior FDLR intelligence officer Augustin Nshimiyimana has testified that FDLR and the Burundi ruling CNDD-FDD cadres trained together and that elements within the two movements shared a Hutu-extremist, anti-Tutsi worldview.

✍🏼Diplomacy requires defending one’s country. It does not require becoming an unofficial counsel for an armed movement sanctioned by Washington and the UN and whose ranks have included perpetrators of genocide. For Burundi’s top diplomat, that distinction should be elementary. After ten interventions, however, the line between defending Burundi and defending the FDLR has become increasingly difficult to see.
