What if the age of 21 was for everything?

Just a thought. I have seen and heard a lot about studies talking about the age the human brain is developed. Most say 25, but I think I'd settle for 21. Would moving to 21 really hurt us?

From issues with OR unemployment dept, DMV, Public Schools, DHS, multiple failed technology launches and now vaccine distribution.... I am not sure what our state government is proficient at other than losing businesses.
