They own ETF’s which’s are index funds that INDIVIDUAL INVESTORS own. So, a small investor wants to own an index of stocks very cheap, and Blackrock and Vanguard do that. The ETF (exchange traded fund, which is a basket of stocks) owns the stocks, but mom and pop investors own the basket. There are a couple publicly traded stocks like this out there - and they are so insignificant they don’t even register (no one has ever heard of the largest player, Invitation Homes).

A better solution housing
1). Eliminate the 1031 for SFRs in 5 years to incentivize investors to divest their SFRs
2) Incentive all investors to sell SFRs to owner occupants with tax credits.
3) Create tax credits to investors that fix houses for owner occupants.
.5% of all single family residential houses are owned by institutional investors (about 500k) 20-25% of all sfr’s are owned by small investors. Removing demand DOES NOT increase supply.
