The family is yet to receive a Notice of Appeal, so how is judicial proceedings still ongoing?

@AA_Folorunsho You're doing this to one of your own. The late General served Nigeria till the day he died. Why is it hard for the Navy to reach out to his family the same way they wrote to the Rivers State Government about buying the property? Is this not the clearest form of oppression?
