PSR breach = Points deduction, loss of league performance revenue, clubs suing you for damages, reputational damage & Impact fans/players with off field issues
Sign elite players through dodgy payments or create a European competitions devaluing the domestic league = a fine

If you read my further posts, it states the £19.5m breach by Everton was interest on stadium build costs. It wasn't on player transactions
When the case was heard originally it was ruled Everton had no sporting advantage from the breach. That ruling still stands today
