Collapsing the scrum is almost entirely a front row thing.
When the scrum disintegrates going backwards it’s usually the locks going down first. Alternatively it’s the front row being lifted by the dominant team

Ireland were going backwards fast, as a result they collapsed. Hence penalty awarded.
Forwards tripping over their feet while being pushed backwards is not something worthy of a penalty.
At best it’s a free kick.
Penalties should always have an element of intent.
