Subject: Request for Regulatory Review under UEFA Financial Sustainability and Integrity Framework

Dear Members of the UEFA Club Financial Control Body,
Galatasaray Sports Club, competing in the Turkish Super League, won the national league championships in the 2022–23, 2023–24, and 2024–25 seasons and thereby qualified for participation in UEFA competitions.
During the first two of these seasons, Mr. Erden Timur served as Vice President of Galatasaray Sports Club. According to publicly available information and media reports, judicial proceedings were initiated by the Istanbul Chief Public Prosecutor’s Office concerning Mr. Timur. Public sources indicate that certain financial transactions and relationships became subject to review, that a related investigation file was transferred to the Terrorism Financing and Financial Crimes Investigation Bureau, and that a judicial decision dated 29 December 2025 was issued within this process.
At the time Mr. Timur assumed office, Galatasaray Sports Club was publicly known to be experiencing significant financial difficulties. Subsequently, the club reportedly entered a period of substantial financial activity, including high-value player transfers and contracts involving considerable financial commitments. The sources of the financial resources enabling this activity were not publicly disclosed in a clear and transparent manner.
In this context, the President of Galatasaray Sports Club, Mr. Dursun Özbek, publicly stated that Mr. Erden Timur provided significant financial support to the club. In addition, former executive board member and former presidential candidate Mr. Turgay Kıran stated in media interviews that approximately EUR 35 million was allegedly transferred to the club by Mr. Timur, and that inquiries regarding the source of these funds did not result in disclosure of detailed information.
Furthermore, public statements indicated that certain player transfers were supported by sponsors whose identities were not disclosed and were described as “anonymous sponsors,” despite the substantial financial amounts involved.
Additionally, Galatasaray Sports Club appeared in an official match wearing jerseys displaying the logo of “Meritking,” a betting platform prohibited under Turkish law. With respect to this sponsorship, club officials made contradictory public statements regarding whether any sponsorship fee was received, raising questions from a compliance and financial integrity perspective.
In light of the above-mentioned public information and statements, we respectfully submit that there exist reasonable grounds for regulatory assessment. Accordingly, we kindly request that UEFA, acting through the Club Financial Control Body, review and assess whether the financial resources, sponsorship arrangements, and related transactions associated with Galatasaray Sports Club during the relevant period are compatible with UEFA’s Financial Sustainability Regulations, Financial Fair Play framework, and integrity principles.
We respectfully request that this matter be examined within UEFA’s relevant financial control and compliance mechanisms. Should it be deemed necessary, supporting materials consisting of publicly available statements, interviews, and video records can be submitted upon request
