I'd suggest calling the embassy too, however since I'm not sure about his nationality, this is the best second option I can think of.

If anyone is looking for a tourist gone missing in Oaxaca Mexico, specifically Huatulco, you should call the airport. We couldn't get his name, nationality or anything but there was a guy who asked for help and clearly looked scared and anxious.

Staff there began looking for a way to help him as far as we know. They couldn't tell us more. However if anyone recognizes him or the situation then reaching out is the safest choice. This all happened at Bahías de Huatulco International Airport.
