They are not incentivized to minimize the number of innocent citizens murdered and harmed by said offenders.

@ellymelly Makes you wonder..... how many citizens would need to m-rdered at the hands of Islamic terr-rists before Labor / Burke / @AlboMP might reconsider kowtowing to that "commmunity" ? Perhaps we are just a sacrifice that they are willing to make for a perceived electoral advantage.
