The Genocide against the Tutsi was foreseeable, and in fact foreseen, and France was in a unique position to observe and to act. It took too long for France to come to terms with its role, causing additional pain. And on some points, we still have not found consensus. I fully understand the feelings of those survivors and advocates, who remain dissatisfied with the official record. But I believe that our common work has initiated a journey towards truth, which is irreversible.
And France was not alone in falling short, far from it. “Rwanda is working with a variety of global partners to develop our civil nuclear capabilities. In addition to Russian company Rosatom, a world leader in construction of nuclear power plants, last week at the Nuclear Energy Innovation Summit in Kigali, Rwanda signed an MoUs with the US Government, to advance civil nuclear cooperation between the two countries, as well as other agreements between Rwanda’s Atomic Energy Board and companies from the United States, South Africa and Austria.
In Rwanda, feasibility studies for both the construction of a facility using SMR technology and establishing the Centre for Nuclear Science and Technology are ongoing. Historically, these kinds of projects have been financed by governments, but more recently multilateral development banks have started discussions around financing frameworks to expand access for emerging economies embarking on nuclear energy development.”

Dr. Donald Kaberuka, former President of the African Development Bank and AU Special Envoy on Financing, addressed delegates at #NEISA2026 on the critical role of financing, regional integration, and regulatory credibility in advancing Africa’s nuclear energy future.
Speaking during the plenary on Africa’s Nuclear Energy Investment Case, Dr. Kaberuka emphasized that Africa’s growing industrial ambitions, expanding population, and rising electricity demand require long-term, scalable, and reliable energy solutions capable of supporting sustained economic transformation.
He highlighted the importance of avoiding fragmentation across the continent, strengthening national utilities, building credible regulatory institutions, and developing financing frameworks that can mobilize both African and international capital toward large-scale infrastructure development.
The discussion also explored the balance between social policy and economic sustainability within Africa’s energy systems, particularly the need for financially viable utilities, independent regulation, and investor confidence to support future nuclear energy deployment.

On Tuesday, Acting Principal Deputy Assistant Secretary in the U.S. Department of State Bureau of Arms Control and Nonproliferation Renee Sonderman and Minister of State for Foreign Affairs and International Cooperation of the Republic of Rwanda, Dr Usta Kaitesi, signed a Memorandum of Understanding Concerning Strategic Civil Nuclear Cooperation (NCMOU) to advance peaceful civil nuclear cooperation between the United States and Rwanda. #RBANews
I’m in Kigali, Rwanda, where I just spoke at the opening of @NEISAfrica’s Nuclear Energy Innovation Summit for Africa #NEISA2026, together with 🇷🇼 President @PaulKagame, 🇹🇿 President @SuluhuSamia, and 🇹🇬 President @FEGnassingbe.
Africa needs more energy, with around 600 million people still lacking access to electricity. The interest in nuclear power is real: about half of all @IAEAorg newcomer countries are African, and 13 are actively pursuing nuclear power programmes.
Rwanda specifically is among the countries looking to nuclear energy as part of the solution, with plans for nuclear to contribute more than 60% of its energy mix by 2050. I handed over to President @PaulKagame the Integrated Nuclear Infrastructure Review (INIR), a report by the IAEA that assesses the country’s progress in developing the infrastructure needed for a safe and secure and sustainable nuclear power programme.
Africa’s energy future will be built by Africans, and the IAEA is ready to continue supporting countries across the continent, from infrastructure development and capacity building to new technologies such as SMRs. Recent agreements between the IAEA and financial institutions such as the @WorldBankGroup will be key in turning ambition into reality.

Minister @godfreykabera at the Global Partnerships Conference, joined a Ministerial Round Table themed “From Ambition to Implementation.” chaired by Baroness Chapman Minister of State for International Development and Africa of the UK.
