I don't see how making that "legal" and available for all schools to use today would enhance his ability to build a team. Doesn't make sense.

@JessicaTarlov Did you ever stop to consider that the need for more ICE agents is a result of dramatically increased enforcement efforts vs being "desperate"? When you ramp up enforcement, you probably need more people.
