As for quantum-proofing the rest of the protocol, I think the issue is that all of the best strategies piggyback on recursive STARKs, and so the best thing to do today is to keep working hard on really good and efficient STARK protocols (eg. https://t.co/kSk65I6rI3) and then just build signature aggregation on top of that.
So if you have "10-20 year timelines" on QC, as I do, the right thing to do today is:
(i) work on the basic infrastructure that is (recursive) STARK protocols
(ii) make sure that every decision we make today is *forward-comaptible* with a quantum-resistant future
4337 does that in more ways than one, eg. its aggregation feature is optional today, but given the higher base overhead of hash-based signatures, I suspect it will become essential.
