Influential evaluation requires knowledge of the program/project, and its culture or ethos. It also require the ability to build rapport and self-reflection.#Eval4Action
Sara, excellent post. Your experience & practice in evaluation has given us a keen insight into the "pipe-dream". The pipe-dream is also evident in our evaluation practice here in the US. Yes, we are making in-roads.

The theme of the 2010 AEA conference was “evalution quality”. That was eighteen years ago. John Gargani quoted Pirsig in EVAL BLOG, "What the hell is quality? I'm perplexed by that question. I don't think that it can be measured because quality is not a thing. What do you think?
