No. It means UniVen hired the best qualified academic for that faculty. And Prof Runhare is one of the most cited scholars in Education in SADC. His work has built that university.

That is what universities DO worldwide. Oxford has South African professors. Harvard has Nigerian professors. Wits has Zimbabwean professors. Univen has Zimbabwean Deans.
