कम्पनी बटालियन लेवल के अधिकारी सहायक कमांडेंट, डिप्टी कमांडेंट, सैकंड कमान अधिकारी, युनिट कमांडेंट को कमेटी से बाहर रखा गया जबकि ये कैडर अधिकारी बेहतर राय दें सकते हैं क्योंकि उपरोक्त आफिसर हमेशा जवानों के साथ रहते हैं दैनिक जीवन में होने वाली कठिनाईयों के बारे में साथ रहने वाले सब इंस्पेक्टर या इंस्पेक्टर से बेहतर कौन जान सकता है।

चिंता स्वाभाविक है: Actual issues not to be mixed up with unreal. CAPF Officers not in competition with IPS Officers. IPS’s Promotional prospects are different. It’s different service ( each service is unique). Surprisingly Govt notified a bill to turn down the SC Judgement & fixed 50% IG posts for IPS rather than promoting Cader officers against those posts. This law has also thrown out the litigants out of their legitimate rights ( here Govt’s power is not questioned). It’s also incorrect to give impression that the bill is intended to make umbrella law to regulate the promotion etc of the CAPF officers. Unfortunately there is not a single clause in the bill which is aligned with the claims made. Cader officers fought for 15 years in search of justice. But now the bill has put the career of whole CAPF ranks at stake with cascading effects upto Group C posts. Interesting to know the compelling grounds of Govt to change the status of judgement? Will it not affect the morale? Does it happen in a society which has great Constitution as guiding principle of justice & equality? 62 services of Bharat Sarkar are OGAS including all CAPFs then why only these 5 CAPFs are put to disadvantage? What MHA gains to deny their own Forces fm OGAS status? MHA showed every documents including Constitutional provisions, IPS Service Rules, Centre- State relationship, coordination clause, DoPT rules in Delhi High Court in 44 months hearing. Govt went to the extent of appealing in Supreme Court & filed review petition against judgement and again 68 months long hearing didn’t change the status. सरकार सर्वशक्तिमान है, Bill पास कर के उच्चतम न्यायालय के निर्णय को पलटने का अधिकार भी रखती है लेकिन देश की क्रिटिकल सुरक्षा में तैनात लाखों कार्मिकों के मनोबल पर पड़ने वाले negative असर तथा उससे उत्पन्न आंतरिक भेदभाव के भाव को कैसे handle करेगी? हमारे पास भी ऐसी क्या दलील है जो CAPFs के सेवारत कर्मियों को satisfy करने के लिए पेश करें? यह प्रश्न तो स्वाभाविक है कि, “ हमारे साथ ऐसा क्यो किया? “ कारन कवन नाथ मोहि मारा? मैं बैरी सुग्रीवहीं प्यारा “- रामचरित मानस.

Govt through CAPFs Bill, reserved 50% & 67% posts in IG & ADG ranks against SC order. Is the judgement wrong? So this is the conflict & not IPS vs CAPFs. Min of Science & Tech and Min of Rly have no IAS officers. CAPFs wear Khaki & OG both, also camouflage to work in multiple harsh terrains. CAPFs already have DG & Spl DG in Khaki. It’s not disputed. CAPFs respect them. SC order covers DIG/IG ranks. These posts acquirvalidity to reach through ladder. It’s best route to leadership to avoid feeling of cader officers that some one took their job & of course professional embarrassment. Logic of “Coordination, Command, Steel frame or synergy“ gives more an impression that Cader officers are not competent to do it, therefore deputationists are needed in IG rank to do it. Such thoughts are bound to be encountered. Hard questions by cader Officers risen through ladder after huge work experience & expertise in their domain will be asked. Any one joining CAPFs on deputation shall definitely contribute. It’s not argued but to give reasons to join this rank for legal & strategic cover is unfair. Simply claiming it, can’t be basis of rejecting SC order. Cader IG is fit enough to give that cover after serving for decades in ops/functional roles in Org. Reg political cover, CAPFs are not to give political cover. CAPFs are unlike State Police which have to work under various Political dispensations. CAPFs work under भारत सरकार . Are CAPFs not aligned with the vision of MHA? Rather CAPFs are greater neutral Forces. Police often faces challenges of neutrality being fm State. CAPFs don’t. OGAS service is linked with 2 entitlements & regrettably Bill is passed to nullify it. What is wrong with cader aspirations? Each one of us have aspirations. Why IG posts in career ladder are not spared as per SC order? Bill has stalled career of 60 officers in IG rank with cascading effects in each rank down below. Multiple agencies are working & contributing to national security. So the arrogance of serving 1.4 million by a service is misplaced. I think contributions of CAPFs in national security architecture is “Must Visit” area for the young entrants spclly. They also serve who stand & wait. Border man is there to face the heat of borders. Police have enough challenges on streets. CAPFs are always stand to assist Police. This synergy is never diluted. Best would have been to give the OGAS linked SAG posts to cader & fin benefits instead of enlarging personal empire. True, CAPFs Officers are not able to occupy the posts of DGP Goa or any other State as it’s certainly not their domain. They don’t think in this line & never asked. Similarly IG posts be spared for Cader officers who are equipped with domain expertise and taking away 50% IG posts doesn’t go by same logic

when protectors are forced
to defend themselves from neglect,
the State stands exposed.

Policies may be drafted in power,
but legitimacy is written
in fairness.

Ignore a judgment today,
reshape it tomorrow..
but remember,
law is not ink on paper,
it is faith in action.

A nation does not weaken
when enemies rise...
it weakens
when its own defenders
feel unheard.

This is not defiance.
This is a mirror.

Because history is patient—
and it records, without bias,
every moment
when authority chose control
over justice.

And when that record is read..
it will not ask
how strong the ruler was,
but
why the soldier felt alone.

◆ आर्मी फ्लैग डे फंड की तर्ज पर पैरा-मिलिट्री फ्लैग डे फंड बनाया जाए
◆ हर राज्य में सैनिक कल्याण बोर्ड की तर्ज पर राज्य अर्धसैनिक कल्याण बोर्ड का गठन हो
◆ CGHS डिस्पेंसरी का विस्तार किया जाए। रोहतक, रेवाड़ी और बहादुरगढ़ में मेरे द्वारा मंजूर कराई गई तीनों CGHS डिस्पेंसरी बनाई जाए
◆ नयी बटालियन बने, फोर्स बढ़ाई जाए। झज्जर में मेरे द्वारा मंजूर कराए गए BSF, CRPF ग्रुप सेंटर का काम पूरा कराया जाए।

मोदी सरकार देश की सुरक्षा करने वाले CAPF के जवानों को तबाह करने पर तुली है।

हम इन कारणों से CAPF विधेयक के खिलाफ हैं 👇

1. Deputation का Institutionalisation
2. करियर प्रगति और मनोबल पर उल्टा प्रभाव
3. Consultation और representation का अभाव
4.Spirit of Judicial Directions की भावना का उल्लंघन

हम चाहते थे कि ये विधेयक पहले सिलेक्ट कमेटी को भेजा जाए, जहां उस पर विचार-विमर्श हो।

असिस्टेंट कमांडर अजय मलिक ने 2012-13 में UPSC की परीक्षा पास की और CRPF में ज्वॉइन हुए। पिछले 14 साल में इनका जीवन शौर्य गाथा से कम नहीं है।

⦿ 2013 में खाई में CRPF की गाड़ी गिरी तो इन्होंने 9 जानों को बचाने का काम किया, इन्हें प्रधानमंत्री जीवन रक्षा मेडल दिया गया

⦿ 2017 में जम्मू-कश्मीर में तैनाती के दौरान कोबरा बटालियन को लीड करते हुए 3 आतंकियों को ढेर किया। इन्हें राष्ट्रपति ने पुलिस गैलेंट्री मेडल दिया

⦿ झारखंड में 1 करोड़ के इनामी नक्सली को ढेर किया

⦿ इस साल सारंडा के जंगलों में अपनी टुकड़ी का नेतृत्व करते हुए नक्सलियों का सामना कर रहे थे, जिसमें इनका पैर बम से उड़ गया

आज ये CRPF के दिल्ली हॉस्पिटल में हैं। वे 14 साल से देश के लिए जो कर सकते थे, उन्होंने वो किया लेकिन आज भी उन्हें अपनी पहली प्रमोशन का इंतजार है

ऐसे ही सैंकड़ों जवान हैं जो पिछले 15-20 साल से अपनी पहली प्रमोशन का इंतजार कर रहे हैं। ये मामला सिर्फ प्रमोशन का नहीं है, स्वाभिमान का भी है।

मेरी सरकार से मांग है-

⦁ CRPF के मोराल को बढ़ाने के लिए सरकार OGAS और NFFU दे
⦁ पैरा मिलिट्री फोर्सेस की छुट्टियों के दिन बढ़ाए जाएं
⦁ पैरा मिलिट्री फ्लैग डे फंड बनाया जाए
⦁ पैरा मिलिट्री सैनिक कल्याण बोर्ड का गठन हर राज्य में हो
⦁ हेल्थ सर्विसेस को बढ़ाया जाए

दुर्भाग्यपूर्ण है कि BJP सरकार CRPF, BSF, ITBP, SSB, CISF सहित सभी CAPF बलों के करियर प्रोग्रेशन को रोकने और सुप्रीम कोर्ट के आदेश को पलटने के लिए नया कानून लाई है।

ऐसे महत्वपूर्ण विषय पर स्वयं गृहमंत्री जी को होना चाहिए था। CAPF जवानों के भविष्य के साथ खिलवाड़ हो रहा है और गृहमंत्री जी के पास सदन में आने तक का समय नहीं है।
