This first link is an IPFS gateway you can use, one of many, or you can install other software that lets you run it natively.

And yes, anytime someone posts a link to some new software, treat is as malicious until you've had time to ask around about it. It's not a rush! The blockchain was invented to make you more secure, so help it by being smart and only connecting your wallet software to things you super duper trust.

Do users of #SmartContracts receive a service or provide a service? Maybe both. The $HEX time-lock contract benefits the user by restraining bad decisions. It also benefits the non-user by locking up supply. One is a service received, the other is a service provided.
