It means that streets (including sidewalks) are where the civic life of a city happens and they should reflect that. Should there be space for cars, of course... but there should also be lots of space for pedestrians, bikes and other forms of transportation.
These two short extensions would bring the subway to hundreds of thousands of South Brooklyn residents and would be built under (or over) wide avenues that feature (relatively) low concentrations of complex underground utilities.
Such an easy win. What's holding us back?
Empty road = example of the ideal, convenient roadway
Full road = proof we need more roadway
Empty bus = evidence of people's dislike of transit
Full bus = example of why people dislike transit
